Matching education and training to employment: practical problems and theoretical solutions – or the other way round?


This paper reflects on the issue of coordination between education/training (ET) and employment by confronting the various theoretical approaches on the one hand, and a set of practical solutions on the other, to the analysis of the Austrian national system in a comparative perspective.

The expression of matching is used in a general sense, that includes the different layers of matching from a structural level, through a meso-institutional level, to the individual level, and does not mean a rigid 1:1 relation but a more contingent “reasonable” match. We attempt to bring together at least three different worlds, which are mostly debated separately and include many contradictory views and tricky questions each: theories (section 2), practice (section 3) and policy (section 4). We are taking a broad view, being aware that the picture will be sketchy, however, expecting to find some paths to illuminate further the practical as well as the theoretical problems, and at least to line out some paths for further reasoning and analysis.
