The present study analyses the implications for tertiary education of the proposed European Qualifications Framework (EQF). It starts from the national consultation process on the EQF in Austria, in which the options for implementation and action on the part of existing institutions were to be examined. The process was intended to throw light, in particular, on the correlations between the approaches to the introduction of qualifications frameworks within the European Higher Education Area (EHEA), and the experience gained with the new approaches to setting up the European Qualifications Framework for Lifelong Learning (EQF). In the present summary, selected findings are reviewed and discussed within the broader European framework.
The outlook adopted in the study was to establish a close connection between the development of a national qualifications framework and the reform potential inherent in such an approach. Special emphasis was placed on the challenge posed by the sustainable development of lifelong learning. What emerged as one of the study’s key messages was a strong link between EQF reform potential and the challenges faced at national level was imperative for the use of these
tools. Particular attention should be paid to the effective management of the process, with a view to the appropriate involvement of different stakeholders.
