Strengthening Social Competences in VET - A new relationship between Social Capital and Human Capital?

This article examines whether the concept of social capital has affected, changed or modified vocational education and training (VET) policy on national and international levels. Of particular interest is whether social capital and social competences lead to an enhancement of the economic perspective on human capital or whether the opposite is true: the economisation of the social sphere.

Using the Austrian VET system as a case study, recent alterations to policy regarding social competences are analysed based on desk research and interviews among key stakeholders in the Austrian education system. The conclusion is that concepts of social capital or competences have not changed Austrian education and training policy.
