The study tries to examine in detail which instruments, tools and policies to anticipate the effects of industrial change on employment and vocational qualifications are being used in Austria. Two levels are included, the macro-level (national, regional, multisectoral) and the micro economic level (the level of the individual enterprises) with an emphasis on the inter-relationships between these two levels, rather than treating them as distinct elements.
The study has been carried out in all 15 Member States of the EU co-ordinated by the Institute for Applied Social Sciences (ITS) at the University of Nijmegen, Netherlands. The ITS also has made a concluding report providing not only an overview of the instruments, tools and policies (including their funding) in the EU countries, but also suggestions on ´alternative´ instruments (good practices), on pilot projects and on the possible harmonisation of anticipatory instruments and tools at Community level.
