In 1997 the European Commission intended to create an European observatory of innovative practices in vocational education and training in order to improve the capitalization and the transfer of innovations at the level of the European Union. Corresponding to that intention the Austrian feasibility study consists of a description of two major innovations concerning the analyses of qualification and training needs: 1) the need/ acceptance analysis of new "Fachhochschul" - courses and 2) the inquiry into demands for skills/ analyses of skills by means of the TAI (Tätigkeits-Analyse-Inventar). Furthermore the study comprises a general assessment of the description of such an Observatory and recommends potential users of the Observatory.
